Pakistan desperate to intensify terror activities in J&K

    JAMMU:

Going by spike in terror activities across Jammu region, it becomes evident that Pakistan refuses to learn its lessons from Operation Sindoor and has yet again speeded up aiding and abetting terrorism to foment violence in J&K this summer.

Seizure of nearly 2 kg heroin dropped by suspected Pak drone seized in Bahadurpur village in Jammu’s Bishnah, presence of a South Lebanese terrorist in Poonch region and ongoing encounter in Rajouri’s Gambhir Mughlan area clearly indicate that Pakistan’s military establishment headed Mullah Munir has not given up its anti India policy and there is no change in the doctrine of “bleed India by thousand cuts”.

A local recently had tipped off the Jammu and Kashmir Police, about a drone dropping contraband in his fields near the Indo-Pak International Border in Jammu district.

The area, it may be stated, has several sleeper cells of the terrorists, who need to be identified and taken to task.

The packet was recovered from Bahadurpur Panchayat in the Bishnah area after a local resident saw a drone hovering over his fields and subsequently winched down a packet before flying away.

Similarly, intelligence inputs of a South Lebanese terrorist codenamed “Baazi” from Al Maashouq, having infiltrated with three other terrorists of Pakistani origin has prompted the security forces to launch massive anti-terrorist operation in the Poonch sector.

The ongoing operation Sheruwali in Rajouri district is the result of sustained combing operations launched by the security forces south of Pir Panjal.

LG Manoj Sinha needs to convey in unambiguous terms to security forces to go for the kill and crush the head of Pak sponsored terrorism before it raised its ugly head again.

  • Ladakh LG VK Saxena orders major wage rationalisation reform for daily wagers, part-time & seasonal workers

    Jammu
The union territory of Ladakh is all set to undergo one of the biggest reforms in its history, with Lieutenant Governor, Vinai Kumar Saxena, approving the long-pending wage rationalisation for daily wagers, part-time and seasonal/need-based workers, engaged by the Ladakh administration.
Thousands of wage earners, who were working for as low as Rs 300 to Rs 500 per month for the past several years, will be benefitted from this move.
Many of these workers had been working for more than 10 to 15 years, for such low pays.
LG, Saxena has ordered paying wages to these workers, as per the minimum wages act of the Government of India.
Under the new wage rationalisation framework, these workers will be categorised into “unskilled” and “skilled” workers. As per the new wage matrix, the skilled workers will be paid wages at the rate of Rs 575 per day, while unskilled workers will be paid at the rate of Rs 450 per day.
The revised wages will be determined on a pro-rata basis, depending on their duty hours and the nature of work.
This will result into a manifold increase in the wages of these workers and thus bring a major relief for such wage earners, who have been working as sweepers, gardeners, cleaners, etc., in Ladakh. These workers include a large number of migrant workers as well as locals, who were forced to work for such abysmally low wages due to the long-prevailing wage anomaly.
The decision follows a number of representations to the LG from daily wagers, engaged across different departments of the Administration, requesting implementation of minimum wages for workers.
Taking prompt cognisance of the issue, the Lieutenant Governor directed the concerned departments to undertake comprehensive verification of workers engaged after 17 March 2015, and ensure rationalisation of wages in a fair, transparent and uniform manner.
Saxena observed that different departments in the UT Administration had engaged part-time, seasonal and daily-rated workers over the years, at varying remuneration levels, resulting in major disparities in wages.
“UT Administration is fully committed to ensuring fair and dignified wages for all workers. Daily wagers, seasonal and part-time workers play a crucial role in strengthening public services and developmental activities across Ladakh, particularly in remote and challenging regions. Every worker deserves fair compensation for their labour and the Administration would to everything required for their welfare, in a transparent and accountable manner,” Saxena said.
LG has directed departments to verify the engagement details, nature of work, working hours and Aadhaar-linked bank details of all workers and submit verified data, within twenty days. The new wages will be paid to these workers strictly through Direct Benefit Transfer (DBT), into their bank accounts, in a fair and transparent manner.
The administration has clarified that the exercise is strictly a wage rationalisation measure and shall not be construed as a commitment towards regularisation of services.

  • Court acquits man in alleged abduction & rape case, judge cites serious lapses in probe

Court acquits man in alleged abduction & rape case, judge cites serious lapses in probe

JAMMU, May 11: The Court of Principal Sessions Judge, Kishtwar, presided over by Sudhir Kumar Khajuria, has acquitted a man accused in an alleged abduction and rape case, observing that the prosecution failed to establish the charges beyond reasonable doubt and that the investigation suffered from “serious lapses.”
The accused was facing trial in connection with an FIR registered at Police Station Chatroo under Sections 376, 366, 498 and 343 of the IPC in the year 2021.
According to the prosecution, the incident allegedly took place in June 2021 when a married woman was travelling to her parental home. It was alleged that the accused, who was known to the woman through her husband, offered her water allegedly mixed with an intoxicating substance, causing her to lose consciousness. The prosecution claimed that she was thereafter taken to a forest area where she was repeatedly sexually assaulted over several days.
The prosecution further stated that after the woman failed to reach her destination, her husband lodged a missing report. The woman was later reportedly recovered from Batote, following which the accused was arrested and charges were framed by the trial court.
During the course of trial, the prosecution mainly relied upon the testimonies of the complainant-husband, the prosecutrix and her father. The prosecutrix deposed before the Court that she had boarded the accused’s vehicle as he was familiar to her through her husband. She alleged that after consuming the water provided by the accused, she became unconscious and later regained consciousness in a forest area where she was subjected to repeated sexual assault.
However, after examining the material placed on record, the Court found several inconsistencies and deficiencies in the prosecution case which, according to the judgment, created serious doubt regarding the allegations.
The Court observed that although the prosecutrix was allegedly recovered from Batote Police Station, no proper record regarding the role of police officials there or the circumstances under which she reached the police station had been produced before the Court. It also noted that the alleged place of occurrence was never properly identified or inspected during the investigation.
The Court further pointed out that several material witnesses, including police officials allegedly associated with the recovery process, investigating personnel, and persons who had initially informed the complainant regarding the woman’s disappearance, were either not properly investigated or were not examined during trial.
Significantly, the Court also noted that the vehicle allegedly used in the commission of the offence was neither identified nor traced during the investigation. The prosecution, the Court observed, also failed to present a clear account regarding the alleged driver whom the prosecutrix had claimed was present at the time of the incident.
Reiterating the settled legal principle that criminal charges must be proved beyond reasonable doubt, the Court held that the prosecution evidence lacked sufficient corroboration and reliability. It observed that when material witnesses remain unexamined, the alleged scene of occurrence is not established, and investigation remains incomplete, a conviction cannot be sustained merely on the basis of allegations.
Finding the prosecution story doubtful, the Court extended the benefit of doubt to the accused and acquitted him of all charges. The Court also directed discharge of bail bonds and ordered release of seized property, if any, in accordance with law after expiry of the statutory appeal period.
The prosecution was represented by Anshuman Dubey, while Anjali Gulati appeared as counsel for the accused.
